In Overman King Gainer, after an environmental cataclysm, much of the world's population retreated into domed cities called Domepolis, which are run by an organization known as "London IMA" (International Management Authority) and its police arm, "Saint Reagan". However, the Domepoli are maintained and supplied by privatized firms such as the "Siberian Railroad Company". Many years have passed since the cataclysm, and many have begun to believe that the world environment has recovered sufficiently enough for humans to begin living outside Domepoli. As such, some inhabitants begin planning Exoduses to leave these cities and to resettle their ancestral homelands. However, this does not sit well with the London IMA or the private firms that monopolize trade between the Domepoli, as the loss of people would not only lead to a loss in tax and trade revenue, but if the Exodus were to be successful, it would show the people that it was no longer necessary to rely on the London IMA or the private firms for survival. They fiercely oppose any Exoduses, spreading propaganda on the evils effects of Exoduses on the Earth's environment, and using military force to prevent any attempted Exodus.

Alchemy is the process of taking apart and reconstructing an object into a different entity, with the rules of alchemy to govern this procedure. However, there exists an object that can bring any alchemist above these rules, the object known as the Philosopher's Stone. The young Edward Elric is a particularly talented alchemist who through an accident years back lost his younger brother Alphonse and one of his legs. Sacrificing one of his arms as well, he used alchemy to bind his brother's soul to a suit of armor. The story revolves around the Mahjong gambling exploits of Shigeru Akagi. After a death-defying game of chicken, Akagi nonchalantly enters a Yakuza Mahjong parlor to shake the cops' trail. Even unfamiliar with the rules of Mahjong, his gambling intuition is enough to save a small time gambler, Nangou, and grant him a seat at the gambling table. As the night progresses, the stakes are raised both within the game and for Akagi, who is under the suspicion of local police. However, Akagi overcomes the situation with his tactics, defiant of both life and chance. When he leaves the gambling house, no one present is in doubt of his genius.
During the story arc, Akagi faces and defeats several opponents in Mahjong, each with their own, distinct style of play. Akagi's genius allows him victory, ultimately defeating the "behind the stage king" of Japan and becoming a legend.
